Executive Committee

Francine M. Pratt, President

From homeless women in the program she mentored to young adults she inspired through Young People on the Move, Francine Pratt has touched lives. A supporter of second chances and self-empowerment, Pratt is a Project Director for MAXIMUS, a leading government services company. Prior to that, she worked 27 years for the state of California in various divisions including social services, child support and consumer affairs.

Pratt is co-chair of Springfield NAACP’s Membership, Freedom Fund and Youth committees. She is a member of the National Child Support Enforcement Association, National Forum for Black Public Administrations and MSU Physical Therapy Advocacy Group. She is the co-founder of The Gathering, an informal group of people who meet to discuss issues of concern in the black community.

Dr. Robert A. King II, 1st Vice President

Dr. Robert A. King II is Director of the RJ Murney Clinic at Forest Institute, a licensed psychologist and President of King & Associates Performance Consulting. In 2004, King joined the Springfield NAACP chapter. In addition to 1st Vice President, he is an Executive Committee and Freedom Fund Committee member. He also serves as the chair of the Health Committee. 

He is a member of American Psychological Association, Missouri Psychological Association, Association of Directors of Psychological Training Clinics, and Society of Consulting Psychology. In addition, he is a Board member of the National Alliance on Mental Illness Executive.

Wes Pratt, Esq.   2nd Vice President

H. Wes Pratt, Esq. is the Coordinator of Diversity Outreach and Recruitment at Missouri State University (MSU), an African American Studies instructor at MSU,  and an attorney and principal consultant with Pratt Consultants, LLC.  He joined the NAACP Youth Chapter in Springfield, Missouri and became President and Youth National Board Member  from 1965 to 1969.

Pratt was a City Council member for San Diego from 1987-1991 and served as chair of the National League of Cities Housing and Economic Development Committee and the League of California Cities Administration Committee.  Pratt also served on the California Coastal Commission from 1989 to 1991 and as President of San Diego’s Urban Corps Board of Directors for 10 years. From 1999 to 2004, he served as  Director of the California Conservation Corps.  Before returning to Springfield, he served as Deputy Director for the Woodstock Job Corps Center and the Woodland Job Corps Center from 2004 to 2007.

Lynn Clay, Treasurer

A retired employee of AT&T, Lynn Clay participated  in the NAACP in the late 1960’s. He recently rejoined the Springfield chapter  when he became increasingly involved in the community. Aside from Treasurer, he chairs the Finance Committee and sits on the Membership Committee. 

Cheryl Clay, Secretary

Cheryl Clay is a Technical Support Coordinator of City Utilities. As secretary, she works with Francine Pratt to ensure organization and flow of the agenda and maintains the membership database.  An active member in her high school’s youth chapter in the early 1970’s, Clay recently rejoined the NAACP.
